This morning a divided panel of the U.S. Court of Appeals for the Sixth Circuit issued a nationwide stay, by a 2-1 vote, against the enforcement of the Waters of the U.S. (WOTUS) rule issued under the Clean Water Act by the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers.
